President Trump Accelerates Advanced AI By Cutting Bureaucratic Constraints, But Human Workers Are Losing Their Jobs To AI, So Who Wins?

On June 2, 2026, President Trump signed the EO Promoting Advanced Artificial Intelligence Innovation and Security.

Section 1 - Purpose states that the US wants to lead the world in AI development. The Trump administration has cut regulations, rules, policies, and other bureaucratic constraints to building these AI Data Centers. It is hoped that by slashing these constraints, AI developers and researchers will accelerate AI adoption across the country through innovation. However, the Trump administration recognizes that with Advanced AI comes Advanced National Security Issues. These issues will take a whole-of-government collaborative approach to identify and counteract. Not only will there be a 'whole-of-government' approach but there will be a collaborative effort with the private sector to modernize information systems and harden them from external threats. 

Section 2 - Upgrading American Systems for Advanced AI:

Directs the Committee on National Security Systems to prioritize cyber defense of National security Systems within 30 days of this order. 

The Secretary of War is directed to prioritize Department of War cyber defense by taking appropriate and expeditious action within 30 days of this order. 

The Secretary of Homeland Security and director of Cybersecurity and Infrastructure Security Agency (CISA) shall consult with OMB, the Assistant to the President for National Security Affairs, and the National Cyber Director to create and release Binding Operational Directives and other guidance within 30 days of this order to include cyber defense of civilian Federal Government information systems, Federal programs and cybersecurity services that enhance AI-enabled defensive tools, and provide cybersecurity tools and services to agencies, State and local authorities, and operators of critical infrastructure (rural hospitals, community banks, local utilities, etc.). 

The Secretary of the Treasury is directed to consult with the National Cyber Director, Secretary of War Director of the National Security Agency, and Secretary of Homeland Security CISA to form an AI cybersecurity clearinghouse to coordinate scanning for software vulnerabilities and prioritize distribution of vulnerability patches.

The Director of OMB is directed to coordinate with National Cyber Director and Director of CISA to determine if Federal grant programs are available that can be used to fund advanced AI vulnerability detection within 30 days of the date of this order.

Director of OPM is directed to expand the US Tech Force Information Cybersecurity Specialist hiring and placement pathways within 60 days of the date of this order.

Section 3 Secure Frontier Model Deployment - Within 60 days of the date of this order, the Secretaries of Treasury, War (NSA), and HHS (CISA) will consult with the White House Chief of Staff, through the National Cyber Director, the Assistant to the President for Science and Technology (APST), and the Secretary of Commerce, through the Director of the National Institute of Standards and Technology, and in coordination with other agencies, as appropriate to: 1)Develop and maintain a classified benchmarking process to assess the advanced cyber capabilities of AI models to determine which AI model should be designated "covered frontier model" and share those assessments with AI developers and researchers as appropriate. And 2) Design a voluntary framework in which developers can engage with the Federal Government, provide access to covered frontier models, and collaborate to select trusted partners. However, this section does NOT authorize creation of government licensing, preclearance, or permitting for development, publication, release, or distribution of new AI models (including the frontier models).

Section 4 - Protection Against Criminal Actors directs the US Attorney General to prioritize applicable Federal criminal laws against anyone who utilizes AI to illegally access or damage a computer without authorization or who uses AI to commit any other crime.

The accompanying Fact Sheet President Donald J. Trump Promotes Advanced Artificial Intelligence Innovation and Security explains that the goal of this EO is to promote American AI innovation and security while striking a balance between innovation and security. The ultimate goal is for the US to lead the world in innovation and cybersecurity.

As we saw in my May 22, 2026 ANP Article Issues With Data Centers Include Power, Water, Land, Noise, Health, Revenue, Privacy, Local Economy; With Little Benefit To You there are at least 8 easily identifiable issues with these AI Data Centers themselves. They are being built with little scrutiny over the issues they are causing due to the massive deregulation and "warp-speed" pace at which they are being built. No notice is being taken of the increase in ambient temperature around these centers, the siphoning off of the water table (that nearby residents depend upon), and increased power demands for which the local infrastructure is unprepared to serve.

But, there is another issue with this whole process as well. Many people are finding themselves replaced with AI.

I started tracking job layoffs as posted at the Layoff Tracker 2026 in my October 31, 2025 ANP Article. ANP Commenter Super Gato asked how many of these layoffs were due to installation of AI. I reviewed those postings and have highlighted the ones where the companies "admit" they are downsizing their human workers in favor of AI. This does NOT mean that the other companies are not replacing their workers with AI. For example, on October 27, 2025, General Motors laid off over 200 employees, mainly CAD engineers. Did they replace these engineers with an AI CAD program? Unless they come out and say so, or a whistleblower can prove that is what they have done, we only know that they laid off over 200 people many of whom were CAD engineers, which are jobs AI can do. It just means that these are the companies that ADMIT they are getting rid of their human workers and replacing them with AI. I have highlighted those who are laying off human workers because they are implementing AI as well as the names of tech companies who COULD be replacing their human workers with AI:

As you can see from this list, many companies are citing "AI" as the reason for reduction of human workers. So where do these humans go? What kind of jobs can they get with the training they currently have knowing that their training has been replaced with AI? Well, President Trump sees a need for Skilled American Workers - plumbers, electricians, carpenters, construction workers, etc. (discussed in my May 28, 2026 ANP Article) with a catch. The apprenticeship program President Trump wants put in place must include AI skills.

The other thing I noticed about this list is the number of businesses that are cutting staff due to a lack of consumer spending. Amazon, Ikea, and others who sell goods are drastically reducing their workforces. Are they showing signs of a slowing economy or are they actually laying off people and replacing them with AI?

As noted in the first video below, 1 in 4 workers are at risk of being replaced by AI. Routine tasks and even skilled office jobs are at risk of being eliminated. For example, many customer service centers are being manned by AI modules (many pretending to be a real human). I think every single person reading this has experienced an AI customer service rep when they have called a company for help. I'm not sure which I prefer, the customer service assistance from India, Philippines, or other non-US-country or the AI version.
