Section 2 identified who would be on the Council: VP is Chair, members are Secretaries of State, Defense, Commerce, Transportation, and Homeland Security; Directors of National Intelligence, Office of Management and Budget, and Office of Science and Technology Policy; Assistants to the President for National Security Affairs and Homeland Security and Counterterrorism; the Administrator of NASA; and the Chairman of the Joints Chiefs of Staff. The Chair (VP) may also select other heads of executive departments and other senior officials as needed.
Section 3 identified the functions of the Council as review space policy and develop a strategy for national space activities; develop space policy; monitor and coordinate implementation of the President's space policies; foster private/public cooperation (President Trump followed this up on August 13, 2025 with EO 14335 Enabling Competition in the Commercial Space Industry discussed in my August 14, 2025 ANP Article) in space-related endeavors; advise on participation internationally; and facilitate resolution of differences on space-related policy issues. The Council shall meet annually.
Section 4 covers the responsibilities of the Chair (VP).
Section 5 directs each agency represented to provide information regarding current and planned space activities ensuring they conform to the President's policies.
Section 6 established a Users' Advisory Group (Public Law 101-611, 121) who will provide advice or work products solely to the Council.
Section 7 assigned administrative support, legal council, as well as office support & printing.
Section 8 required a report be presented within 1 year of the Council's first meeting.
Members of USSF are called "Guardians" and are to express the followingvalues:
CHARACTER: High moral character and ethical standards are the foundation of our Guardians' personal and professional lives.
COMMITMENT: Guardians are committed to the pursuit of mastery of themselves, their profession, and their domain, knowing this is a lifelong journey.

COURAGE: Guardians do what needs to be done and say what needs to be said because it is right.
On December 18, 2018, President Trump issued the Memorandum Establishment of United States Space Command as a Unified Combatant Command to the Secretary of Defense in which President Trump directs the United States Space Command (USSC) be established as a functional Unified Combatant Command (UCC). It also directed the Secretary of Defense to recommend officers for positions of Commander and Deputy Commander. He goes on to state:
I assign to United States Space Command: (1) all the general responsibilities of a Unified Combatant Command; (2) the space-related responsibilities previously assigned to the Commander, United States Strategic Command; and (3) the responsibilities of Joint Force Provider and Joint Force Trainer for Space Operations Forces. The comprehensive list of authorities and responsibilities for United States Space Command will be included in the next update to the Unified Command Plan.
On February 19, 2019, President Trump issued a Space Policy Directive Memorandum Establishment of the United States Space Forceto the Vice President; the Secretaries of State, Defense, Commerce, Labor, Transportation, and Homeland Security; the Directors of Office of Management & Budget, National Intelligence, and Office of Science and Technology Policy; the Assistant to the President for National Security Affairs; the Chairman of the Joint Chiefs of Staff; the Administrator of the NASA; and the Deputy Assistant to the President for Homeland Security and Counterterrorism stating that Space is integral to our way of life, national security, and modern warfare. The memorandum directed the Department of Defense to take action to marshal space resources to deter and counter threats in space as well as to establish a United States Space Force (USSF) as a 6th branch of the US Armed Forces to be established within the Department of the Air Force. The goal of this 6th branch is to ensure unfettered access to, and freedom to operate in, space, and to provide vital capabilities to joint and coalition forces in peacetime and across the spectrum of conflict.
Section 2 provided definitions for USSF, Department of the Space Force, and USSC.
Section 3 directed the Secretary of Defense to submit a legislative proposal that would establish USSF.
Section 4 include provisions in the proposed legislation for consolidating existing forces and authorities for military space activities; andnot include NASA, NOAA, NRO, or other non-military space organizations or missions of the US government.
Section 5 instructed DOD to work with OMB to include funding for USSF in the FY2020 budget.
Section 6 set the organization and leadership of USSF through the legislative process.
Section 7 assigned responsibilities to USSC as a joint force provider and joint force training for space operations forces moving toward a UCC.
Section 8 required close cooperation between Defense, and National Intelligence.
Section 9 ordered operational authorities to be recommended to the President.
Section 10 required periodic review as USSF matures to become its own department within the military structure ultimately to be known as the Department of the Space Force detaching it formally from the Air Force.
On December 20, 2019, President Trump signed S1790 - National Defense Authorization Act for FY 2020 into Public Law 116-92 (1119 pages). This bill was introduced by James Inhofe (R-OK) on June 11, 2019. Subtitle D Chapter 908 Sections 951-961 (starting on page 365) officially created the USSF as an entity within the Department of the Air Force. The USSF was the first new branch within the armed services since 1947. The motto of USSF is "Always Above."
On May 15, 2020, President Trump was presented with the official USSF flag.
USSC was originally slated to be housed in Huntsville, Alabama as recommended by the Air Force in 2021. However, Autopen moved it to Paterson SFB, Colorado. On September 2, 2025, President Trump announced the the USSC headquarters will be permanently located in Huntsville, Alabama (as noted in my September 8, 2025 ANP Article). Huntsville has deep ties to space and missile programs, a nickname of "Rocket City," and was the 1st pick by the Air Force for where to station USSC.
On December 12, 2025, Secretary of War Hegseth attended the officialSPACECOM relocation ceremonyatRedstone Arsenal, Alabama.
On December 20, 2025, the White House posted thePresidential Message on the Sixth Birthday of the United States Space Forcecalling them "America's Guardians of the High Frontier" celebrating the 6th birthday of the 6th branch of our Armed Forces. USSF will play a major role in the mission to protect US national security starting with implementation of EO 14186 The Iron Dome for America(discussed in my December 19, 2025 ANP Article). USSF shattered recruiting goal expectations, meeting their yearly recruiting goals 3 months early. President Trump writes:

It took 1 year and 8 months from the time the Council was re-established on June 30, 2017 to provide President Trump with updated info for the creation of USSC, UCC, & USSF memo of February 19, 2019. Then it took 4 months for the bill to enter the Congressional process on June 11, 2019. The bill was ready for President Trump's signature by December 20, 2019 (a little more than 6 months later).
For President Trump's 2nd term Presidential Actions, committees and councils have already been created and are already providing reports to the President. Now we just need for Congress to move the bills based on President Trump's EOs to start moving through congress. So, will we see President Trump's 2nd term Presidential Actions being codified in time for the mid-term elections?
