On December 19, 2025, the White House published the Presidential MemorandaWinning the 6G Racedeclaring 6G as foundational to the national security, foreign policy, and economic prosperity of the US. President Trump has made it policy for 6G development to be led by the US. To this end:
the Assistant Secretary of Commerce for Communications and Information (Assistant Secretary) shall, in consultation with the Assistant to the President for Economic Policy and the Assistant to the President for Science and Technology, immediately commence studies in consultation with Federal incumbents with operations between the 7.125-7.4 GHz spectrum frequencies to determine how to relocate their affected systems to other frequencies, including 7.4-8.4 GHz.
Within 1 year from the date of this memo, a report shall be provided demonstrating how reallocation systems does not materially impair the national security missions or electric grid operations occurring in the 7.125-7.4 GHz band. This does not apply to systems at fixed geographic sites used for telemetry uplink via satellite or radio astronomy as identified by the Assistant Secretary of Commerce for Communications and Information.
IAW section 40002(f) of theOne Big Beautiful Bill Act (Public Law 119-21)(discussed in myJuly 10, 2025 ANP Article), the Assistant Secretary shall immediately begin the process to commence studies on the 2.69-2.9 GHz and the 4.4-4.94 GHz spectrum frequencies to determine whether portions of those bands can feasibly be reallocated for full-power commercial licensed use cases.
Diplomatic engagement shall be used to advance these directives. A coalition of industry and foreign partners who support the US position shall be built.

On December 19, 2025, President Trump signed into law HR165Wounded Knee Massacre Memorial and Sacred Site Act (Congressional Bill H.R. 165 Signed into Law) which was introduced by Dusty Johnson (R-SD-At-Large) on January 3, 2025. This bill directs the Secretary of the Interior to complete all actions necessary for certain land to be held in restricted fee status by the Oglala Sioux Tribe and Cheyenne River Sioux Tribe by December 18, 2026. In addition, the Secretary of the Interior shall assign each private and municipal utility and service right or agreement with regard to the Tribal land.The term Tribal land means:
the approximately 40 acres (including the surface and subsurface estate, and mineral estate, and any and all improvements, structures, and personal property on those acres) on the Pine Ridge Indian Reservation in Oglala Lakota County, at Rural County Road 4, Wounded Knee, South Dakota, and generally depicted as Area of Interest on the map entitled Wounded Knee Sacred Site and Memorial Land and dated October 26, 2022, which is a segment of the December 29, 1890, Wounded Knee Massacre site.
This land shall not be used for gaming activity. This land shall remain subject to any private or municipal encumbrance, right-of-way, restriction, easement of record, or utility service agreement in effect on December 19, 2025.
The land continues to besubject to Federal laws relating to Indian country, as defined by 18 USC 1151 and protected by the restriction against alienation in 25 USC 177.
The Office of the First Lady released the briefingWhite House Christmas 2025: Volunteer Performers and Decorators Share Excitement and Memorable Experiencesacknowledging the contributions of 150 volunteer decorators from all 50 states and 2 territories in preparing the White House for Christmas. Instructs the US Executive Director of each multilateral development bank and of the International Monetary Fund to vote against and use best efforts to deny any loan or other utilization of the funds of the respective institution (except as noted above) for the Governments ofBelarus, Burma, the PRC, Cuba, the DPRK, Eritrea, Iran, Macau (Special Administrative Region of the PRC), Nicaragua, Russia, South Sudan, and Venezuela for FY 2026 -Unlessthey comply with minimum standards.
