The proclamation goes on to acknowledge that the countries on the restricted list have massive inadequacies where information is concerned. Our Nation cannot vet or screen people coming into our Nation when their own countries don't have records on them. Then there is the issue of individuals who pay fees to corrupt government officials in order to emigrate to another country. What documents these Nations are easy to counterfeit. All of these problems, and more, make it virtually impossible to vet those who are entering our country. Since Proclamation 10949, other countries have been identified with these same issues bythe Secretary of State, the Attorney General, the Secretary of Homeland Security, and the Director of National Intelligence.
In addition, some countries participated in what is called Citizenship by Investment (CBI) where those who were already on the restricted list could purchase citizenship in a country that was not restricted, allowing the individual to bypass travel restrictions to enter the US. To add insult to injury, the individual can, at the time of being granted CBI, conceal their actual identity and assets (or lack thereof).
Proclamation 10949 ordered the agencies involved to watch for loopholes that allow restricted persons to bypass the checks that are in place so these loopholes can be closed. Particularly how familial ties can be used to circumvent US immigration law. President Trump proclaims the following:

After careful analysis of the reports provided, the US will continue to restrictthe following 12 countries: Afghanistan, Burma, Chad, Republic of the Congo, Equatorial Guinea, Eritrea, Haiti, Iran, Libya, Somalia, Sudan, and Yemen; add 7 more countries to the list:Burkina Faso, Laos, Mali, Niger, Sierra Leone, South Sudan, and Syria; and fully restrict and limit the entry of individuals using travel documents issued or endorsed by the Palestinian Authority (PA). These restrictions apply to both immigrants and non-immigrants entering the US.
This proclamation will partially restrict and limit the entry of nationals of the following 4 countries: Burundi, Cuba, Togo, and Venezuela; modify restrictions on Turkmenistan; and add partial restrictions and limits to an additional 15 countries: Angola, Antigua and Barbuda, Benin, Cote d Ivoire, Dominica, Gabon, The Gambia, Malawi, Mauritania, Nigeria, Senegal, Tanzania, Tonga, Zambia, and Zimbabwe. These restrictions apply to both immigrants and non-immigrants entering the US.
The proclamation also adds limitation for various reasons, such as the individual is outside the US or does not have a valid visa on the effective date of this proclamation.
Exceptions apply to any lawful permanent resident of the US, a person who holds both US citizenship and citizenship in an above named country, non-immigrant visa holders with classifications: A‑1, A-2, C-2, C-3, G-1, G-2, G-3, G-4, NATO-1, NATO‑2, NATO-3, NATO-4, NATO-5, or NATO-6; athletes or athletic teams (including coaches, support roles, and immediate relatives) involved in major sporting events as determined by the Secretary of State; special immigrant visas for government employees under 8 USC 1101(1)(27)(D); and ethnic and religious minorities facing persecution in Iran.
Exceptions will be made on a case-by-case basis by the US AG provided the national interest of the US will benefit from these individuals in events such as participating in criminal proceedings as witnesses. Exceptions by the Secretary of State and/or the Secretary of Homeland Security will also be determined on a case-by-case basis based on national interest.
Reports will be made to the President every 180 days recommending continuation, termination, modification, or supplementation to suspensions and limitations in this proclamation.
Enforcement will be through the Secretary of State, the US AG, and/or the Secretary of Homeland Security making sure all applicable laws and regulations are followed.
The effective Date of this proclamation is 12:01am EST on January 1, 2026.

I, for one, am glad steps are being taken to remove foreign nationals who are in our country illegally, have overstayed their visa, commit crime in our country, steal from US taxpayers, protest against our country and our form of government (if they don't like our form of government they can get a free ride home using the app to self-deport). GSA must inform the President (or his designee) of any decision to transfer custody and control of the Border facilities and the President must approve.
GSA is responsible for acquiring and maintaining right-of-way grants, easements, permits, or other authorizations as necessary or appropriate.
GSA will obtain concurrence of the United States Section of the International Boundary and Water Commission, United States and Mexico.
Department of State must provide notification that it has exchanged diplomatic notes with Mexico regarding authorization before construction may begin.
GSA will comply with status requests for the President.
GSA is responsible for filing reports as applicable.
Substantial changes will not be made until approved by the President and the President may revoke, terminate, or amend this notice at any time. The permit terminates if the GSA closes the border crossing permanently.
This permit does not extend rights or benefits to GSA circumventing Federal, State, or local laws.
