President Trump Unveils The Great Healthcare Plan, America 250: David Hartley (The Younger), And More

On January 15, 2026, the White House published the articlePresident Trump Unveils The Great Healthcare Plan to Lower Costs and Deliver Money Directly to the Peoplecalling upon Congress to lower healthcare costs for all Americans through lowering drug prices and insurance premiums, hold insurance companies accountable, and maximize price transparency.

The Great Healthcare Plan Fact Sheetfurther explains that not only lowering prescription drug prices but allowing more over-the-counter medicine purchases through the insurance plans will help to lower drug prices. In lowering insurance premiums, the money being sent to insurance companies will be sent to Americans instead; cost-sharing healthcare plans will be funded so Americans can save even more money; and ends kickback costs to middlemen. To hold insurance companies accountable, they will be required to create "Plain-English" rates and coverage comparisons, publish actual costs vs profit; and display claim denial rates as well as average wait times for routine care. Finally, it requires healthcare providers or insurers who accept Medicare or Medicaid to post their pricing and fees prominently in plain English.

This plan includes lowering drug prices. Again, President Trump calls upon Congress to codify into law EO 14273 Lowering Drug Prices by Once Again Putting Americans First signed April 15, 2025 (discussed in my September 10, 2025 ANP Article); EO 14297Delivering Most-Favored-Nation Prescription Drug Pricing to American Patients signed May 12, 2025 (discussed in my May 13, 2025 ANP Article).

The plan also calls for lowering insurance premiums by first sending health care monies to the American people so they can choose the healthcare plan that best suits their needs. This would have anticipated consequences of cutting the "kickbacks" pharmacy benefits managers pay to large brokerage middlemen which raises the prices of prescription medications.

In addition, the plan will hold insurance companies accountable by forcing them to publish rate and coverage comparisons, in plain English, upfront enabling consumers to make better purchasing decisions. Insurance companies will also be required to publish on their websites the revenue percentage paid out to claims versus overhead costs and profits.

A goal is to maximize price transparency so consumers will know the actual costs before making a decision. It is anticipated that this transparency will restore accountability and give patients back their power to make informed decisions.

Finally, this plan delivers on President Trump's promise to lower healthcare costs for all Americans while receiving high-quality care.

Of the 4 signers of the September 3, 1783 Treaty of Paris (discussed in myJanuary 15, 2026 ANP Article),we have discussed 3 of them in previous ANP Articles:Benjamin Franklin, John Jay, and John Adamsall of whom represented the United States. The 4th signer, David Hartley, represented Great Britain. This is his story:

David Hartley (the Younger)was born in 1732 in Bath, Somerset, England. His mother died in childbirth. His father, David Hartley, for whom he is named, was a well-known English philosopher and founder of the Associationist school of psychology. David's father ultimately remarried fathering 5 more children.

David graduated from Corpus Christi College, Oxford at age 15 on April 6, 1747 with teachings in humanities, logic, and natural philosophy. He received his BA on March 14, 1750. He studied medicine in Leyden, Netherlands in 1757. Then, he studied law in 1759. By the early 1760s, David had gained recognition as a scientist as well as a friend and correspondent of Benjamin Franklin whom he met in London.

David was a member of Parliament for Kingston upon Hull (1774-1780 and 1782-1784). He gained a reputation as an opponent of the war with America. He wrote Letters on the American War in which he accused Great Britain of tyranny against the US. David was an expert in public finance, a liberal on American policy, a long-time friend of Lord North, and a supporter of the Coalition. He was also an inventor, inventing a way to prevent fire from spreading by placing thin iron planks under floors and on ceilings. He published Account of a Method of Securing Buildings and Ships against Fire in 1774 detailing his invention.

David represented Great Britain at the signing of the Treaty of Paris on September 3, 1783 as the sole negotiator for Great Britain. After the American Revolution, King George III assigned David to treat with the US on trade. The University of Michigan has a 5-volume collection of over 200 letters and documents written by David between 1783 and 1785.

David died at age 82 in Bath, Somerset, England on December 19, 1813. His death was attributed to multiple infirmities and old age. He was interred December 27, 1813 at the parish church in Old Sodbury, Gloucestershire. David never married and had no known children.
