Section 3 sets the scope of the Initiative as recommending steps to coordinate the Federal government's response; increase awareness of addiction; advice on implementation of programs that integrate prevention, early intervention, treatment, recovery support, and re-entry into all relevant public health, healthcare, criminal justice, workforce, education, housing and social services systems and remove outdated programs; advice on appropriate grants to support addiction recovery; consult with States, tribal nations, local jurisdictions, community-based organizations, faith-based organizations, private sector, and philanthropic entities on best strategies to ensure Americans receive the treatment they need.

In my judgment, the tariff system, as described below, is necessary and appropriate to address the national emergency declared in this order.
Section 2 provides for the imposition of tariffs on any country that directly or indirectly sells oil to Cuba.
Section 3 allows for the President to modify this order based on actions taken by other nations to circumvent this order.
Section 4 calls for monitoring of the situation and reporting back with recommendations to further support this EO.
Section 5 allows for delegation of authority by the appropriate Secretaries to their subordinates and the notification through the FR of rules, regulations, and guidance changes to implement this EO.
Section 6 orders the Secretary of State to make reports to Congress and to the President as appropriate.
Section 7 defines oil as crude oil or petroleum products; indirectly as being done through intermediaries or 3rd countries knowing that the oil may be provided to Cuba; Cuba means the territory of Cuba and its marine area; and Government of Cuba is any political subdivision, agency, or instrumentality as well as any person owned or controlled by or acting for or on the behalf of the Government of Cuba.
Section 8 makes this EO effective 15 12:01am EST on January 30, 2026.
Section 9 allows for this EO to supersede any previous EO that is inconsistent with this EO.
Section 10 allows for the removal of any portions subsequently declared to be invalid while the remainder of the EO remains enforceable.
