On January 9, 2026, President Trump made a Truth Social post that was reposted to X calling for interest rates to be capped at 10% for one year starting January 20, 2026 addressing yet another promise he made while on the campaign trail.
That said, Senator Bernie Sanders (I-VT) introduced S381 - 10 Percent Credit Card Interest Rate Cap Act on February 4, 2025 to amend the Truth in Lending Act. This bill is co-sponsored by Senator Josh Hawley (R-MO) with Senator Jeff Merkley (D-OR) signing onto the bill on March 11, 2025 and Senator Kirsten E Gillibrant (D-NY) signing onto the bill on October 8, 2025. An identical bill, HR1944, was introduced by RepresentativeAlexandria Ocasio-Cortez (D-NY-14) and co-sponsored by Representative Anna Paulina Luna (R-FL-13) to the House on March 6, 2025.
S381/HR1944 -10 Percent Credit Card Interest Rate Cap Actamends Section 107 of the Truth in Lending Act (15 USC 1606) to cap annual percentage rates (APR) applicable to credit cards to 10% (including all finance charges). It also addresses fees that are not considered finance charges under section 106(a) stating that these fees cannot be used to offset the loss of income from the reduced APR stating the total of these additional fees cannot exceed the total amount of finance charges assessed. The penalty for exceeding these fees is a forfeiture of the entire interest on the note, bill, or credit card. The credit card holder has 2 years to recover the excess payment from the lender. The bills were anticipated to take effect on January 1, 2031.

On January 9, 2026, President Trump, VP Vance, Secretary of State Rubio, and others participated in a meeting (video of the 1 hour and 27 minute meeting is available here) with 2 dozen Oil and Gas Executives. President Trump started by looking out the double doors behind him noting that those doors will soon lead to the ballroom. He also noted that had the ballroom been built, they could have had all the Oil and Gas Executives in attendance at this meeting instead of only those who could fit the room they were using.
The purpose of the meeting was to ask Oil and Gas Executives how they can help to rapidly rebuild Venezuela's oil industry. He reminded attendees that the US and Venezuela combined account for 55% of the world's oil. President Trump announced that 30,000,000 barrels of oil were given to the US by Venezuela that will not be given to Oil and Gas companies because they will be extracting their own. President Trump said Venezuela stole the oil industry that US companies built in Venezuela when the communist regime threw US companies out of Venezuela and confiscated the facilities. Of course, they did not maintain those facilities so the oil and gas infrastructure has collapsed. The plan calls for Venezuela to bear the cost of the refurbishing/rebuilding to the tune of at least $100,000,000,000.
Chevron is still in Venezuela and has been continuously for over 100 years and is committed to staying. Chevron would like to see a new build rather than a rehab because new can include the latest & greatest in technology.
Exxon says the biggest challenge they have is finding resources in Venezuela and that they are looking for a long-term investment spanning decades. They pointed out they have had their assets there seized twice and it has been more than 20 years since they were last operating there. They are reluctant to try again unless changes to be made to the legal system, applicable durable investment protections are arranged, and a change is made to the hydrocarbon laws in the country. If these changes can be made, they will consider investing for a 3rd time.
In general, oil & gas companies are looking at 18 to 24 months to have things fully operational in Venezuela. Their preference is to build new rather than trying to save infrastructure/facilities that are more than 25 years old and have not been maintained adequately.
During the press question & answer session at the conclusion of the meeting, they briefly addressed the situation with Cuba noting that Cuba relied heavily on Venezuelan oil which is no longer being delivered. It is unclear what will happen with Cuba now that their source of oil has stopped. Secretary Rubio says that the leadership in Cuba would rather have political control (communism / socialism / Marxism) over their people instead of a robust economy (capitalism). He reiterates that the US is not interested in destabilizing Cuba.
