In my first article about the biannual time change process (March 9, 2025), I covered the history of time zones in the US; the fact that the US Department of Transportation (DOT) controls the time; the fact that Congress created the UNIFORM TIME ACT OF 1966 (Time Act) which established a permanent system of uniform Daylight Savings Time (DST) with two transitions per year (spring and fall); how changing the time affects both health and commerce; and what happens to your hourly wage during the transition. Legislation was proposed to implement permanent DST but it was stopped in the House in 2022. In my update (March 8, 2026), I noted that DST ends Sunday, November 1, 2026. Finally, the Time Act allows for States to remain on Standard Time (ST) rather than changing their clocks; however, States cannot choose to remain on DST.
This bill makes daylight saving time the new, permanent standard time.
States with areas exempt from daylight saving time may choose the standard time for those areas.
On July 14, 2026, the bill passed the house 308 (193 GOP, 114 DEM, 1 IND) to 117 (22 GOP, 95 DEM) with 6 members not voting (3 GOP, 3 DEM) (vote 238).
HR139 was then sent to the Senate, read twice, and referred to the Committee on Commerce, Science, and Transportation on July 15, 2026 where it still sits (exactly what has Leader Thune done since he's been the Leader of the Senate?).

No votes were taken on this bill, it was read twice then sent straight to the same committee as HR139 (where, if they actually read the 2 bills they will find that these 2 bills are exactly the same).
On December 14, 2024, President Trump declared that he would push for ending DST (see video below). Since that time, various news outlets have reported on his continued pursuit of this goal (like Eyewitness News ABC7, KCRA3, FactCheck.org, The Conversation, The Hill, WBALTV11, 5Chicago, Reuters, PBS, FOX News, Time, and USA Today to name a few). And I'm sure you remember President Trump giving out Senator Tom Cotton's (R-AR) personal phone number encouraging everyone to call Senator Cotton asking him to support HR139 / S29 (exact same bill with 2 different numbers). And like getting the SAVE America Act passed, getting these passed were just as unsuccessful with the current Senate. I hope that by the end of the day November 3, 2026, we will have elected people who will be willing to do the will of We The People!
